On May 15, 2025, the UAE and the United States announced a groundbreaking AI acceleration partnership framework during President Donald Trump’s visit to Abu Dhabi. Facilitated by the U.S.

Commerce Department, the agreement aims to position the UAE as a global leader in artificial intelligence by 2031. A flagship initiative of this partnership is the unveiling of a 5GW AI campus in Abu Dhabi, designed to bolster AI research, development, and infrastructure.

The partnership builds on the UAE’s ambitious $1.4 trillion investment plan, announced in March, which targets AI, semiconductors, and related technologies. The Trump administration’s decision to ease Biden-era restrictions on advanced AI chip exports, particularly from Nvidia and AMD, has paved the way for the UAE to access cutting-edge technology. This move is expected to accelerate the UAE’s AI ecosystem, led by state-backed firm G42, which has already partnered with Microsoft on AI initiatives. The new AI campus will serve as a hub for innovation, fostering collaboration between U.S. and Emirati tech firms.

The announcement has sparked excitement in the UAE, with officials emphasizing the transformative potential of AI for economic diversification. The UAE, historically reliant on oil, sees AI as a cornerstone of its post-oil economy. Sheikh Tahnoon bin Zayed Al Nahyan, the UAE’s national security adviser and a key figure in tech investments, has been instrumental in driving this vision. However, the partnership has drawn scrutiny from U.S. lawmakers concerned about the UAE’s ties to China, though G42’s divestment from Chinese firms has alleviated some fears.

The AI campus is expected to create thousands of jobs and attract global talent, positioning Abu Dhabi as a rival to Silicon Valley. The partnership also includes joint research programs and knowledge-sharing initiatives, ensuring that both nations benefit from technological advancements. Trump hailed the deal as a “game-changer,” noting its potential to reshape global AI competition.

This development marks a significant step in U.S.-UAE technological collaboration, with the UAE poised to become a third major AI power center.
