Türkiye unveiled a new visa program on Monday aimed at simplifying work permits for foreign professionals and entrepreneurs with specialized expertise, as part of an
effort to attract high-value tech startups to the country.
The Türkiye TechVisa Program, developed by the Industry and Technology Ministry in collaboration with the Labor and Social Security Ministry, offers three-year work permits to entrepreneurs and expert employees in high-value sectors who establish companies in Türkiye.
In development for two years, the program provides significant incentives, including corporate tax exemptions for companies operating in tech parks or incubators, as well as income tax waivers for employees. It also aims to reduce bureaucratic hurdles, making Türkiye more attractive for early-stage startups and scaling companies.
"Our goal is to create an environment where professionals and entrepreneurs feel at home and can make long-term plans in Türkiye," said Industry and Technology Minister Mehmet Fatih Kacır at the launch event held at Istanbul Airport. He emphasized that Turkish tech startups and the skilled workforce stand to benefit the most from the initiative.
Supporting Innovation and Entrepreneurship
Kacır noted the rapid transformation of the global economy, with technological advancements putting entrepreneurship at the forefront. He highlighted how high-value, innovative tech startups are driving economic and societal progress through their potential for rapid growth and global expansion.
"Entrepreneurship is playing an increasingly vital role in the development of nations," Kacır said, adding that businesses are investing in innovation to remain competitive.
As part of the program, foreign entrepreneurs establishing companies in Türkiye will receive six months of legal, financial, and technical consultancy. The government aims to support them in navigating Türkiye’s public incentive programs and integrating into the country's growing tech ecosystem.

Kacır emphasized that the Türkiye TechVisa Program is a significant step toward Türkiye’s goal of becoming a global technology center. He expressed confidence that the country's tech ecosystem will continue to grow, fostering more success stories and creating stronger links between startups, investors, and top talent.
Labor and Social Security Minister Vedat Işıkhan also spoke at the event, highlighting the program's streamlined work permit process designed to meet the fast-paced needs of the tech sector. The program, while designed to attract international talent, will also prioritize protecting Türkiye’s domestic workforce.
"We are issuing work permits for foreign workers with a strong focus on safeguarding local labor," Işıkhan said. "Where local labor supply is insufficient, we will benefit from the complementary skills of international expertise."
